No, but in order to activate it you will either need to use iTunes or borrow a compatible SIM card from someone. If you don't have a SIM of your own though, obviously you will not be able to use it as a phone!

You don't need to have service on the phone, but it would be quite pointless to have an expensive phone without being able to use it for what its meant for.

By all means, pay full price- that way you are not locked into a 2 year or longer CONTRACT, wherein you are charged a monthly fee that is more than you need to pay. We left ATT when our contract was up, and went to Consumer Cellular a year ago - far more and BETTER service, and we pay $50 for 2 people - unlimited talk.text, 1G data we share, Many people only look at the cost of the phone itself, and think that the full payment is the same as it divided over the months of the contract - and do not bother to check how BAD they are getting hosed on the contract.
