If I got to someone to fix my iPhone screen for 70 dollars and they didn't fix it right then I take it to Apple to fixed it will it be fixed?

Maybe, but they'll (Apple) will charge you quite a bit.

Apple is going to charge you the out of warranty service charge for a screen repair, because you've voided it by having your phone serviced at a non-apple verified location. Plus, there could be damage beyond the glass at this point, which will cost you more.

For liability reasons, Apple won't touch it with a bargepole if it's had previous unofficial repairs made on it.

Unapproved parts fitted by unapproved repairers mean that Apple can't warranty any repairs they make. So they'll just direct you back to the hamfisted dolt you paid last time to correct their mistakes.

I don't see why not.
