No you need a contract
Yes you can as long as you own your Iphone already. What you need to do is get a sim card from your provider set up to your pay as you go account and then stick that in your iPhone. The type of sim card you need for each iphone will change so make sure you get the right one (3g uses a standard one and the 5 uses a nano sim, I'm not sure about the 4/4s) If your phone is unlocked then you can go to any provider you want, but if your phone is locked to a provider (It will say that provider on it somewhere, or if you bought it through a phone company such as telus) then you need to either pay that provider an unlocking fee or stick with them for your pay as you go service. Also most providers won't allow you to buy a phone from them without a contract so if you're looking at buying one then you will have to go through the apple store.
