IOS7 notification issue

Okay so I just updated to iOS 7 the day it came out and after the first day I noticed that the notification center just stopped working I have no idea why. So I turn off then back on my phone and it works but not for so long once I noticed notifications also stopped coming up on the top I'm getting frustrated so if anyone else is having the same issue le' me know so I know i'm not alone. I also have read an old question with someone with the same issue but with iOS 5.1 I just wanna know if it's a common issue and how to resolve it. (By the way if it means anything I have an iPhone 4S)

Delete iOS 7

Go into Settings > Notification Center. Check to make sure that all of the apps you want are included. I haven't had this problem before. If that doesn't work, try going to Settings > General > Reset > Reset All Settings. This will reset all of the settings on your phone (N.B. This also erases saved Wi-Fi passwords, so you will have to reenter them). If it is still not fixed, try a full restore (either with iTunes on your computer or by going to Settings > General > Reset > Erase All Content and Settings). Whichever way you choose, BACK UP FIRST (iCloud or your computer, doesn't matter which.) When the phone reboots, restore it from the backup. If this all doesn't work, I recommend taking it to an Apple Genius Bar. The appointment doesn't cost anything (just make sure to make an appt ahead of time or you'll have to wait in the Apple Store forever.
