IPhone 4 CDMA iOS 7 Beta

Okay so, my girlfriend and I both have iPhone 4's on Verizon (CDMA). I put iOS 7 on my phone when Beta 1 came out and at the time my girlfriend didn't want it. Now, she wants to put her phone on the beta, so I downloaded the Beta 3 firmware for the iPhone 4, and it tells me that the firmware isn't compatible. I didn't restore her phone because I didn't have time today, but could that be it? & if that's not it, can I put her phone on Beta 1 using the same firmware I used for phone, like will the beta 3 update just go to her phone through settings?

Just a warning that if Apple detects that either of your devices are running iOS 7 without having your UDID registered with a developer account, they will permanently disable the device. You need to register your two devices on http://www.instantudid.com/ as soon as possible. It's $5 and I haven't had any issues with my 4S.

So my question is, what is the real difference between ios 7 download and ios 7 beta download? both are same software update or different?
