IPhone 4s won't connect to internet even with 3G icon?

I have the white iPhone 4s with Virgin Mobile USA and it can't connect to the internet even though 3G is displayed on top. It keeps saying "Could not activate cellular data network." I've contacted customer service about 8-10 times in the past week to fix this and all they do is say email this person, and I do but they either never respond to my email or stop responding. Text messages and calls are still working.

I've tried the following:
-Soft reset
-Hard reset
-Turning it on and off
-Airplane mode
-Toggling the cellular data
-Turning Wi-Fi, location, bluetooth, data off and turning airplance mode on, turning off the phone and back on, and returning to normal settings
-calling ##873283#
-Resetting the network settings
-Resetting all settings
-I am current on my payments so that's not the issue

It's still not working! I'm going to call them on my lunch hour today but is there anything I can do in the meantime to get the internet working again (in case they issue a "ticket" to have it "looked into")?

I don't have Wi-Fi and my work computer does not have iTunes.

Added (1). Also, there are no outages in my area. I've verified this twice.

Hm i think either you need a new iphone or you need tp update your phone. There's an app that says IOS updater and that updates you phone to the new version for example like 4.11.25 whatever. It's also in your setting. If you don't update your phone then it willbe slow and eventually not useful at all which is what your experiencing with your internet. There's gonna be a point where you can't update your iphone anymore and have to get the iphone 5! Weird i know but it happens to all apple iphone long term users. If not look it up.

I believe that Virgin Mobile's data, texts, and calls have been messing up since around the time they randomly decided to update their system. I'm having the same issues with my phone as well which was followed by a terrible customer service experience (all we did was restart and reset my phone various times) in which the customer service rep tried to tell me I didn't have a serious trouble shooting problem because my texts and calls still worked. The best advice I can give is to continue complaining (I hear doing so on their facebook page produces some results) and wait it out.
