Have you tried holding the power button down for a very long time (like 30 seconds)
I've heard the movie "Her" has some good suggestions for turning on your phone. Maybe check that out.
Try to hold the sleep and home button at same time until an apple logo appears.
My iPhone 4 had the same problem as yours. It didn't turn on for about two weeks. After that I press the power button and i turned back on while also charging it. If it doesn't work for you THEN try calling apple.

If my phone ever dies, I will plug it in, and it will give me the "dead and not charged enough to turn on" picture. If it is charging for twenty minutes, and I unplug it, it will still say it is dead. My phone will only turn on when it is fully charged, It is really inconvenient. Why does it do that? Can i fix it or is it some glitch that came with the phone?
