if i set manually the time does not change and just stays at the time i set
if i set automatically it will not connect to my timezone (London)
restarting hasn't changed anything
just updated to 8.4, that hasn't changed anything

Added (2). i just restored it to factory settings and the time is STILL wrong

No, You just need to set your settings right. Set the time manualy
You have only one choice left. Save all data to iCloud and then factory reset your phone.
Any chance your battery is on the way out.
Set it so it syncs automatically, then its always 100% accurate

So I grabbed my iphone which was sitting on the table, I pressed the bottom button to bing the screen up and the time said 5:47 and then I locked the phone and brought the lock screen back up again a few seconds later and it sai 5:49 I'm very confused why would this happen?

Ok so when I attempt to call my mom, it doesn't ring it just goes straight to voicemail but doesn't show on my mom's phone that she had a missed called. My messages won't go through either, but her calls and messages come through to me. We both have iPhones and they are both on. I can text everyone else, call everyone else but her.
