IPhone 5S not receiving calls or texts?

It doesn't matter if I'm in a good Wi-Fi area and my do not disturb has not been turned on or anything, but for some reason I haven't been receiving calls or texts from anyone, which is very inconvenient. People receive my texts, and when I call people it goes through, but no texts or calls are going through to my phone. I've tried texting myself from my sister's phone, and my texts show up to her but my phone never says anything about any text messages. I also tried calling myself from her phone, which went straight to voicemail, but when I called her from my phone it worked fine. What's going on with this?

Added (1). I have tried turning it off and back on and restarting it, neither worked.

Wi-Fi has NOTHING to do with calls & texts. Consult your service provider.

Avdaddy is right. Cellular signal runs calls and texts. Only iMessage runs through Wi-Fi. Does your sister have the same carrier? If not, I wonder if your area is down for upgrades or crashed. Check with them to see. Also, reset your data connections, then restart. And make sure it's not in airplane mode. Best luck.
