In your settings, scroll down until you see battery (it's between general and privacy), and you'll see the option under battery settings.
Downgrade
That should be under Settings->Battery. But if that still doesn't work you should file a bug report.
That may be because of the number of icons vs the screen size. Usually iOS disables that in that case.
