When you replaced the screen, did you remove the home button assembly from the damaged screen and 'transplant' it into the new one? If not, then of course Touch ID won't work.
Touch ID is 'married' to the phone's logic board. Specifically that specific home button is permanently tied to that specific logic board. If you replace the home button with another one, the Touch ID functionality will be disabled.
The only way to get it working again is to use the original home button that came from that phone.
I'd check Apple about that. Don't know the specifics but that's expected when you do that.
