My iPhone 6 keeps going back to a hello screen and it will not let me use my phone without connecting to iCloud. How can I fix this?

IT WAS HACKED BY iCLOUD SERVICE. REMOVE All APP THAT RUNNING WITH iCLOUD MIGHT WORK AND NEVER JOIN THIS JUNK ANY MORE.

When iPhone displays white screen that says "Hello" that means all the data and settings are gone, right? I did Settings > General > Reset and then I selected Erase All Content and Settings. I'm just checking because I don't want to put my personal information at risk.
- My Internet keeps going off and then back on? I'm not much for computer things, but I have a computer, iPod, iPad, and iPhone. And the Wi-Fi on all of them keeps turning off for about 10-15 minutes and then comes back on. I tried calling Comcast, which is what we use, and they were only trying to charge us for things that didn't sound necessary. So what should I do? Or better yet, what can I do?
