IPhone doesn't show volume bar?

I dropped my phone in the pool and mostly everything works fine except when i go to play music etc, there's no volume bar underneath the play fastforward and rewind button. I looked it up but if i just restore my phone will it get fixed?

Use the volume rockers on the side of the phone underneath the vibration button or restore it or take it to the apple store.

Hold the Power button and the home button, even after the slide to power off comes up keep holding it, let it go when you see the Apple logo. You now have done a reset. No apps or settings is removed. This just refresehs the spring bored. Hope this helps.

Okay so I found out like three days ago that my volume doesn't work like once I try pressing on the + or - on the volume it just says ringer and it doesn't go high or low, it also doesn't work for like an app example vine or fun run, or music.
