IPhone not sending iMessages on cellular data?

I have an iPhone 5s on PlatinumTel pay as you go. I have $10 on my phone, cellular data is turned on for the messages app, and I already tried restarting it. I'd rather not to a full restore if possible. I also tried taking out the SIM card and putting it back in. No luck.
My phone sends iMessages when I'm on Wi-Fi, but not when I'm on cellular data. I have cell phone signal. It sends texts fine, but they cost more on pay as you go.
I checked and Messaging is turned on too.

Added (1). I'm running IOS 7.0.6

When you go to type in the text box, does it say "text message" or "imessage", it should show you that before you even send it. Imessage works fine over cell towers as thats the only way I ever send them, so maybe its a temporary issue with your carrier?

IMessage ONLY works through wi-fi. If no wi-fi signal can be connected to it defaults to cellular data.
