IPhone Reset Not Backed Up
My iCloud only brought back my contacts but not my camera roll my notes my messages. Can I take this somewhere to get it back? There's no way it's completely gone

"Can I take this somewhere to get it back?" There are data recovery services that could potentially retrieve your data. However, these are usually quite expensive. This works best by sending the device As soon as possible and not using it until your phone gets back.
Other than that, if you don't have any backup of any kind, you're out of luck. Try logging in to your iCloud account on a PC and see if they somehow are in your 'Photos'. If not, not much you can do.

I have jailbroken my device and used terminal to change my MAC address so that I could connect to school's Wi-Fi.
