IPhone software update. I did not agree to the terms and conditions and it downloaded anyway. Are there legal ramifications for Apple?

My iPhone software updated overnight and prior to this I would always decline any software update and stayed on 10.1 iOS. I woke up to find the software was updated to 11.3 without my consent or agreement to the terms and conditions. That beeing said, what law, or rules were broken by Apple?

No rules were broken. If you have it set to update automatically, then it will update automatically.

But the chances are excellent that there's something in the terms of service that you agreed to at some point - and didn't read - so this agreement would stand for the auto update.

Did you have automatic updates enabled? Sounds like you did and it did what it was supposed to do. The only reason you had an option to decline is because you were using the device at the time, automatic iOS updates only happen when you're not using the device.

If you really want to avoid updates in the future, then install the tvOS 11 beta (yes, tvOS not iOS) this will make your iDevice think that whatever version you're on is the latest version. This is a thing many people use, mainly jailbreakers like myself.
