Is 200$ for an iphone 5s for tmobile a good deal?

Its from my close friends girl friend. I've known him for almost 5 years and really need a new phone. Mine is all cracked and pieces missing on the screen. Would you buy it in my situation? And also how should i test it out before i buy?

Make sure it's either unlocked or is on the same carrier as you are.

Battery condition is important - be sure it can hold a charge.

Make sure he's signed out of everything like iCloud.
