As of the time of this answer, there's no public iOS 9.3 jailbreak. You'll have to wait patiently. Check out this guy on YouTube: iDeviceHelp. He makes good tutorials on all things iOS. When there's a new jailbreak out, he's one of the first to make a video and tutorial on it.
