Yes, but use your best judgement. I would recommend looking at your carrier's options first. Also (if you were thinking of buying an iPhone 4), it's currently free with a 2-year contract. The photos it takes aren't bad, but the real upgrade in quality came with the 4S and was improved upon more with the 5.
