Yes. Never was illegal, just deemed so by so many that they started to assume it was.

In the USA and most developed nations, jailbreaking itself yes is legal. Still, and always illegal is availing yourself of pay for apps and content without paying the rightful parties for the privilege of using their works.

What is illegal (in the USA) is to unlock your phone yourself.
