Is my iPhone 5 safe to turn on?

I dropped my iPhone 5 in my toilet (it was in my sweater pocket and it fell out). I immediately took off the case and dried it off with a towel and I tried to turn it off, but I couldn't slide the red button because my touch screen wasn't working. So I put it in a bowl of rice, but I took it out about 30 minutes later, because my mother said putting it in rice with the battery still in can damage it even further. So it lay on my desk until my mom found a proper screwdriver to remove the screws. About 4 hours after the incident, I removed the screws and tried to pry off the screen so I could remove the battery, but no such luck. I used a vacuum to remove the water (The condensation is gone from both cameras).It ran out of battery, but I'm scared to charge it, as charging it would mean turning it on.
So my question is, it is safe to turn on? I think I removed most of the water. Or should I wait until tomorrow, until I see a person who specializes in water damage in iPhones?

You could try turning it on, but if you want to be super safe, just bring it to a phone store that sells them and see if they can help you.

No no no rice will not hurt a iphone battery at all it is perfectly safe i would put your phone in a bag of rice and leave it in there for about 2 to 3 hours and then take it out and it will be safe to turn on
