Is my iPhone considered unlocked?

I have an iPhone 4 (AT&T) contract ended. Does this mean my iPhone is considered unlocked? Cause I can go on wi-fi and everything. I want to sell it

No, phones do not automatically unlock at the end of the contract. You have to ask the carrier - in this case AT&T - to unlock it, they should do it for free as long as your account is in good standing.

I don't think it'll matter whether it's locked or unlocked when you sell it. That's because even if it's locked, it'll still work on AT&T, and lots of people use AT&T. Just make sure you say in the eBay listing whether it's unlocked or still locked to AT&T.
