Tbh iPhones break easily. Apple uses cheap plastic covering for the screen. Google, on the other hand, uses strong materialized plastic to cover the screen. But between the iPhone 5c and the iPhone 4, its probably the processing unit. Apple, still using the traditional 32-bit processors, would probably have more processing units for the iPhones. However, I recommend the Google Nexus 7 (2012&2013) & the Nexus 10 as of the fact that they use a 64-bit processing unit, switching from the traditional 32-bit linux-based OS to the new 64-bit linux-based OS. The difference between the two, also, is the cover strength. Also that the 5c is comprehensibly newer and better, while using the iPhone 4 is better because much like Android's release of Lollipop, it (the iPhone 5c, iOS 5) contains many bugs including wireless handset problems (like Wi-Fi connection loss- which can be fixed by forgetting the network- and bluetooth). Apple and Android sometimes overlook their operating systems, and never see the bugs, so I suggest buying the iPhone 4 instead of the iPhone 5c.

Your question doesn't say anything about either of those things.
What matters to me is that a phone has 4G/LTE network connectivity. The 5C has a 4S does not have it.
You could've easily found this information yourself by googling "difference between iPhone 4s and iPhone 5C". Since any smart phone or come with a mandatory mobile Internet dating it pays to learn how to use a search engine.
