I'm on a 3gs right now answering your question, have no trouble with it doing anything my wife can do with a 4s basically, but its a bit slower.
However when it dies i'm going samsung galaxy.
Yes you could as it supports iOS 6.0.1 (the latest version for that iPhone) but I'd suggest looking for a more recent model like the 4, 4S or 5. The 3GS as it is the oldest of the still updated iPhones will be the 1st to stop receiving updates & that would more than likely be next year.
