It will definitely not be free when bought without a contract.

Currently, the so-called "5S" is complete speculation. While that would be the most likely next-gen phone, and, in all likelihood, probably will be, there's no confirming mere speculations. However, if it is the case that the "5S" is the next iPhone and it comes out on its rumored release date of September 10th and Apple follows its pattern with make the iPhone two generations behind free, then, yes, the device itself would be free. However, if they follow their pattern, the following limitations would apply:
1) Only 8 GB of storage-newer-generation iPhones can have up to 64GB of storage
2) Requires a two-year contract-as with other versions of the iPhone, the prices Apple puts up are with a two year contract (which is all over the fine print no one bothers to read). Basically, you'll need to hook it up with a cell carrier or buy an unlocked version of the latest model, which would cost you upwards of $700.
