Is their in app that makes blur pictures not blurry?

Blur is caused by camera movement during the exposure of the image file. This is caused when you are hand holding a camera in low light and the camera has to shoot at slow shutter speeds.
The new Adobe Photoshop CS7 (if it is called that, promises a way to fix such mistakes) but for now, it appears you will have to subscribe that program on a yearly basis.
- Blur in my iPhone (dock, folders, etc.) disappeared? My iPhone is jailbroken, and I installed many tweaks, any1 have a clue on what the problem is? found the solution! No need to help ppl. just kidding it didn't work any solutions?
- Motion blur app or something? So i'm going to be specific here. Is there some kind of app where I could do something like the picture above? (this is not my picture i just like it, it is James blake's profile picture on twitter i'm a big fan of him.) only apps on the app store (i have an iPhone) so thanks!
- IPhone app that makes pictures HD? I'm wondering if there's any free iPhone apps that allow you to make pictures (already in your camera roll) HD? Alot of pictures I'm sent are not good quality (low megapixel cameras) and I just wanna make them better.
- How to get rid of that Blur sound? Sometimes if not always when i take a video with my mobile, i can hear in the back round a weird blur sound, i'm sure some of you know it, how can i get rid of that? Using my pc or whatever, like downloading a program or something? I'm using an Iphone 4
