Is there a free jailbreak for an iphone 4s running 6.1.3?

I have been looking for over a week and can't find anything!

You can't find anything because there aren't anything available to Jailbreak 4s running 6.1.3.
Rules to owning an iPhone:
1. Jailbreak As soon as possible when there's a jailbreak out
2. Don't not upgrage your iOS. Never. Unless there's a Jailbreak method for the iOS version you are planning to upgrade to.

Now, let me explain something to you. Anytime there's a new iOS update, the update is mostly to stop people from Jailbreaking their iOS devices. You can Jailbreak 6.1.2 but since you upgraded to 6.1.3, you can't at this time. You can't downgrade either unless you have iPhone 4 or iPods. IPhone 4s and 5 are protected at this time. There's a new Jailbreak but it is NOT released yet. It will be released when iOS 7 is released because the hackers don't want to release it now and Apple will block it on iOS7 release. They want it to be able to Jailbreak both the 6.3 and the 7.

When this Jailbreak comes out, update your iOS to 7 and then Jailbreak it As soon as possible before Apple makes another update.

If you have iPhones and other iOS devices that are running under 6.1.2, you can Jailbreak them anytime using Absinthe 2.04. You can get it from here

Other than 6.1.2 and below, do not try to Jailbreak anything higher or you'll end up with a damaged phone.
Wait until the new Jailbreak comes out which will after weeks of the iOS 7 release or even days.

All jailbreaks are free. And unfortunately there isn't a jailbreak available for iOS 6.1.3+ at the moment. But however there will be a jailbreak for iOS 7 the second it comes out.
