Is there a way where I can downgrade my iPhone 4S from 6.1.3 to 6.1.2?
There has to be a possible way to downgrade. I need help, I've already tried shift and restore and it didn't work. I see people with ios6.1.3 and they have there phone jailbroken! I need help!

If you have jailbreaked your iPhone on 6.1.2 or simply saved your shsh blobs then yes. If you haven't, then it's impossible.
Well your not supposed to because it will VOID all Apple Warranty on your device. Apple releases them updates to make sure your device is working better in the long run.
Jailbreaking your iPhone will void all your help from Apple company. JailBreaking is like stealing which you can be arrested for.
