Is using iPhone backup extractor safe?
My iPhone got stolen and I would like to recover my contacts at least to itunes or to my PC.

There are many softwares which can recover from your iPhone's backup and are totally safe. I don't know about the procedure of iphone extractor but I have personally used Total Saver and found it to be a life saver. You just need to install and register it on the computer where you had backed up/synced your iPhone and it extracts and recovers all of the iPhone data for you. For $15, it is also the most economical than other similar softwares. I don't think they have a free trial of the software on their website, but you can download it from CNET or any other 3rd party software vendor. Simply search 'Total Saver' on google.
