Is xcode the only program i can use to make applications for iphone and ipad?
I think Xcode is based on underlying command-line tools like gcc.So, you can call the tools directly if you want. I think there's a Eclipse plugin that IBM work, but there are limitations.
It's always better to use the supported tools anyway, unless you have a strong understanding of what's going on under the hood.
You can use applications which are WEB Based also,
Such as titanium app studio, if you search for that you can see examples of applications which are web based and can still be used on an iPhone, iPad.
I would highly recommend using a Mac and Xcode, If you do not have a Mac you can use hackintosh to run mac on a windows pc to then run xcode on there.
Another way (I hate this method) is to use Flash, the new Flash CS6 actually can deploy to an iPhone/iPad, you can run it on windows too, but its super slow and really rubbish!
I would strongly suggest using xCode, I have developed countless applications on there and it really does pay to get a Mac and develop on one. I would never go back!
