Won't finish what? Downloading? Did you delete the app before the reset? If so give it time. Apples jew desire allows you to delete pre-installed apps. How long has it been exactly? How's the Wi-Fi speed?

It has been resetting for about 8 hours with a black screen and a rotating circle, is that a good thing, or should I be worried? Why is it taking to long, and will it stop any time soon?
