YOUR storage is just under 4GB. The 16GB is not all for your own use.
Go into Settings, etc. And clean out what you can. Then go download Dr. Cleaner app. It will remove all those old fragments and things that are eating away at your storage. You are NOT getting 4G, because as another responder said, quite a bit of that is used by your phone and provider so that things actually work.
Perhaps it was referring to RAM, but it probably wouldn't hurt to empty your cache if you can.
- Why is my iPhone 4 telling me I have no storage left? My iPhone 4 is constantly telling me I have no more available storage left. My iphone 5 says that my photos takes up 4GB on my phone but i only have 52 photos, i used to have like 600 but i synced them all to iphoto and then deleted some off them manually off my phone and now it says that its taking up 4GB? It should only be taking up some MB, Help!
