My IPhone 4 won't send text messages?

I have tried resetting the network settings, and doing a hard reset and my text messages still won't send, and I can't receive texts or calls. Anyone know what else I can do to fix this?

You need to get instructions from your carrier, since you did a hard reset some functions might not be working completely and need to be adjusted, they'll help you to enter the correct settings and make it work again.

It was working completely fine until earlier today when I was using the internet and it suddenly said that it could not connect to the server. I thought the problem was my home Wi-Fi so I turned it off but it still didn't work. I also just realized that text messages are not going through.
