My iPhone 4S 4g isn't working correctly, any ideas why?

So my iPhone 4S 4g Internet dosnt always work, and when it dose it's extremely extremely slow, like 1 full minute to load a new page. They way I can temporarily fix the problem is hard restart my phone, it will work okay for another 5 mins and have the same problem. I'm over the warranty time so can't take it to apple. Also my phone won't shut off, it will only restart.

Sounds like you need a new phone, you should be close to an upgrade if you have a 4S
