My iPhone 4S only charges when it's turned off! What's wrong?

It was charging perfectly fine earlier. But then I noticed it stopped charging. I honestly didn't think too much of it until I unplugged the charger part that was in the wall and I went to every single port in my house. It still wouldn't charge! I've looked everywhere for a solution. I've even went to the extent of restarting my phone. Can someone please tell me what is going on?

You don't need all that, the problem is not with your charger, i mean it is but not the adapter the problem is with your usb data cable which is the wire between the adapter (the plug) and your phone replace, the reason why it happened is cause you over plug it to your computer or so and it is not connecting well. And i'm sure the matter is not that it doesn't charge sometimes it doesn't sometimes it does but very very slow only when off you can notice the charge but even then it is not as fast as it used to be…
