Since you do not have the charger with you they will charge you for a new one. New chargers cost about $40. You have to get an apple charger or an apple certified charger otherwise your phone will get ruined if you don't.
Why would you expect them to do so?
AppleCare is a warranty against defects due to design, materials and manufacturing. It's not the same thing as insurance against loss, accidental damage or theft unless you paid extra for insurance cover.
Almost all insurance dissuades policyholders from making petty claims by having an insurance excess (US = insurance deductible). That means you pay a set amount towards any claim, in practice that typically means anything less than a loss of £50 is something the policyholder is expected to cover.
But if you have an insurance policy and there's no policy excess/deductible then go ahead and make a claim.
