My iPhone 5s imei number is block by AT&T USA network?
How can I white list my blacklisted iphone back into apple database please help As soon as possible

In Apple's database? If AT&T blocked tit, it has absolutely nothing to do with Apple. We do not keep records like that in out systems since it is a carrier issue. All that we can see is the Activation Policy and Next Activation Policy and all that does is tell us what carriers network the device in configured for and the carriers network that it will be on after the next restore.
Call AT&T and ask them to unlock the device. If you owe them money, you will have to pay that before they will do it. But if you paid your bills on time and you completed the 2 year contract period that you signed up for when you got the device they will not charge you to do it.
But, only the carrier can unlock the device.
You can't whitelist a phone that has been blacklisted. I'm not even sure of the term "whitelist". Anyways, you can get your phone unblocked and use it normally but it costs a bit. If you need with getting your phone unblocked, mail me for references.
