I suggest taking it to an apple store, and seeing what they have to say. Hey take walk-ins, but they're usually busy, so you may want to make an appointment.
Take it to the nearest Apple Store or carrier store. If you go to either one and it's still under warranty (check the terms and conditions for that), they'll likely replace it for you.
Battery Issues
While other smartphones allow you to remove and clean the battery, the iPhone isn't designed to be tampered with. Still, Apple maintains that the phone should charge whenever you connect that white USB cord (or plug the phone into a dock). Letting your phone drain completely from time to time before charging helps extend battery life (a process called calibrating). Turn it back on and try charging again. If the software was interfering with charging, a hard reset will clear any conflicts and allow the battery to charge normally.
Clean Charging Port
The contacts in the base of your iPhone can get dirty from regular use: sticking the phone in your pocket, putting it down into a pile of dust on your desk. When you connect the charger to the iPhone, that dust or dirt can stop the contacts from connecting with the AC power flow properly and a short can occur that stops the phone from charging. This behavior may be different when the phone is turned off or the battery drained, since there's no electricity in the phone to cause a short. Try using a dry, clean toothbrush to gently wipe the inside of the charging port on the base of the phone then connect the charger when the phone is on.
Hardware Issues
Some iPhone users have reported that hard resets and cleaning the port haven't worked. In these circumstances, consider backing up the contents of your phone in iTunes and restoring the device to its factory settings. Connect the iPhone to your computer using the USB cable and then open iTunes. Right-click on your iPhone and select "Create backup" and then scroll to the bottom of the iPhone summary page and click "Restore." If the problem persists, take the phone in for service, as the problem is almost certainly hardware-based.
