Your charger needs replacing. The cable is shorting out.
Hard to say what it is. It could either be the charging port that is bad or the battery. I know on my previous cell phone I had issues with the charging port. I suggest either taking it to your local cell phone provider store to have someone look at it or take it to a local cell phone repair shop for them to look at.
