First of all does it work at all or is it just cracked? If it doesn't work at all, you might actually need to take it to apple to fix the button. If it does work then put a sticker on the button and hope for the best. I don't see how you can fix the button entirely because I don't think they sell those for parts for you to fix it yourself.
That depends upon your expectations.
If the button has stopped working then it must be replaced. DIY replacement is possible but tricky as you have to extensively dismantle the phone and newbies often cause other damage ninth process, especially to the fragile ribbon cables to the screen: damage those and you'll need to then buy a new touchscreen as well. Also if you replace the button then wave goodbye to fingerprint-sensing because even if you buy a fingerprint home button it will act only as a dumb home button. For security reasons, only official Apple repair shops are able to get that feature working again, and they'll only do so if they supply and fit the button as well. Without that safeguard, thieves could bypass the fingerprint ID system by changing the home button for a hacked version.
If the button still works, then you can try fixing a very thin piece of clear rigid plastic over the top using the thinnest smear of any suitable clear adhesive, but there's a risk of gumming up the button if glue seeps inside or of disabling the fingerprint-sensor.
If you can live without the fingerprint-sensor then you can also repair the phone free with no tools. Just click Settings>General>Accessibility and scroll down to Assistive Touch and turn that feature on. That gives you an on-screen home button which you can drag and drop to wherever you like on the screen.
That depends entirely on your manual skills. I have no idea if you can do it.
Only Apple can replace it and then pair the replacement button to the logic board. In contrast to older iPhone's now only the Touch-ID function but also the home button function is paired to the logic board on the iPhone 7.
