My iPhone can't use data uses connected to Wi-Fi. Why is this happening?

I don't pay for the bill or anything like that, so is it possible my grandfather resricted data to Wi-Fi?

That could be possible, or you might have turned off the cellular data somehow. Go to settings>general>cellular>ON

1. First you have to see if you have a data plan.
If yes, data will not work if your Wi-Fi settings are on. You must turn off your Wi-Fi settings for data to work.
