My iphone is acting strange?

So whenever i open up the safari app, it starts to open and then immediately closes. And it has done this with apps too, and some apps won't load at all.also, it keeps saying its low on storage and to increase the storage.could this be why it's acting strange? And in the safari app, videos won't play. And my mail is not loading properly at all either.

You probably have one or more of the following happen:
1) Too much memory used up by apps running in the background
2) Limited space
3) iOS Corruption.

I'll go through the quick solutions for each of the three issues, but you can find more detail by searching it up (since this isn't the first (nor last) time someone has an issue with some popular device)

-- Too many background apps --
iOS allows you to have apps running in the background. The more apps you have open, the more memory the phone uses to keep the app running so that you can return to it from where you left off, essentially. Having too many open apps in the background can cause your phone to slow down, crash apps, and even drain battery.
>>SOLUTION: On the home menu (the screen with all of your apps laid out and such), double press the home button to access the multi-task bar. Tap and hold one of the app icons until the apps jiggle and have a "no" sign on the top left corner. This is the close app sign. Tap this for each app. This doesn't delete the app from your phone, just closes it entirely and stops running in the background. Restart the phone once you finish closing all of the apps running in the background for a refresh of the available memory.

--Limited Space--
If you have too much stuff on your phone, such that you have very limited storage space, your phone may have insufficient space to save, load, and read temporary data, which is the data your phone uses to operate some certain functions within apps. By having more available storage space, you shall have less chances of your apps crashing.
>>SOLUTION: Delete data from your phone, such as music or videos you do not listen or watch anymore, apps you no longer use, and so on. This should free up space.

--iOS Corruption--
It can happen that the software on your phone may have got corrupted and needs to be restored. This is an easy process, but must be done via iTunes.
