Everytime I try to locate it icloud says my device s offline!
Is it possible to track it with my phone number or serial number ANYTHING
I would change your icloud password just in case the thief knows that and also put the phone in lost mode:

It does have to have power and a signal. Hope you had it passcode locked. They've turned it off to prevent detection but they will have to power it on sometime. You can file a police report and attempt to convince your carrier to trace the last known ping to a tower to narrow it down by location but it won't be as precise is Find my iPhone. Last resort it so have them shut if off. Really no other way to trace using a phone number or your IMEI. Keep checking, they'll have to cut it on sometime. Best luck.
You should put your phone in lock mode so that if the thief turns it on, it automatically locks. Also, they may have turned your phone off or even turned off location services. You should go to an apple store or talk to apple support.
