My iPhone won't work properly?

Safari isn't working on my iPhone and I can't send pictures. Safari crashes whenever I click into it and every time I try to send a picture messages crashes. I've tried restarting my phone (holding the lock button and home key till it restarts) but it doesn't work. Will someone please help?

Do a search for updates go to

settings>general>software updates

The latest software should be either iOS 6.1.3 OR iOS 6.1.4

Her answers are almost always irrelevant to my question. There was an option to buy Siri for 99 cents that uses google, and seems more legit than the free downloaded. Can anyone help answer my question as to why Siri is acting "stupid"?
