The phone is likely running a too old version of iOS than is the minimum required for apps these days.

That model no longer gets iOS updates. The oldest that still does is the 5s (until September anyway).

The iPhone 4 is archaic, at least in tech years, since it came out nearly 9 years ago. Its software is obsolete and hasn't been updated in nearly 5 years. There's nothing you can do about it.

You probably would have to buy another iPhone. It's sucks. You could try updating the iPhone via usb connected into the computer using iTunes and see if anything different is said.

It's so simple, your phone is out if date it's old you can't even get iOS 12.2 on that phone. Buy her a new phone.

My answer is kind of odd, but if she can't download anything, why is this a problem? At 8, most experts agree she shouldn't even have a smartphone. Either way, she would only need the phone for calling parents or friends. Just keep it.
