You can return it to any apple store, or the respective carrier that the phone belongs to(bring it to a corporate store, not a certified reseller). They will contact the owner by checking the IMEI and looking at their own records on who owns that phone.
Check to see if it has apple id. If it does its useless. Return it may be you get a reward. If no apple I'd then you hit the jackpot and turn off your find my iPhone and you have a brand new phone
