PayPal URGENT Help trust or scam?

So, I'm selling my iPhone to this "Jason More" guy on the internet. And he said he already paid but the money is on hold. I asked and he said that I have to ship off the phone first, get back to their Customer Care Email Address for the shipment scan receipt for verification to get credit on my account, because it's their New PayPal Policy. Is this true? Heres the Customer Care email address:

Should I trust him or is this a fraud/scam

All emails from Paypal are from service@paypal.com
Paypal does NOT have any new policy and you are NEVER supposed to send anything until you go to Paypal.com and the money is IN your account. That's the first rule of using Paypal
Forward that email to spoof@paypal.com so Paypal's security team can investigate and get that address shut down, and DO NOT respond to this scammer for any reason. Also change your Paypal email address As soon as possible as these scammers are phishing for paypal account names so they can use password hacking software to hack your account

And ignore any future threats you get - the scammer will send you more emails pretending to be from Paypal, the FBI, the police or a lawyer. Ignore all of them - it's all part of the scam. Phones and laptops are the most common targets of these scammers

If you are selling on a site like Craigslist, Kijiji or Gumtree you NEVER give your Paypal details to anyone. These sites are ONLY for face to face CASH transaction or you are always getting scammed. If you are selling on Ebay you NEVER give your Paypal details to anyone - they have to pay through ebay's checkout page or it's considered an 'offsite' transaction which negates all protection from Ebay and Paypal and will result in your Ebay account being closed. Anyone asking for your Paypal address to pay you needs to be reported to Ebay immediately as a scammer
