Should I get an iPod touch 5 or an iPhone 4?

If I get an iPod touch 5 I would get a cheap phone too.

IPhone 4 isn't great, it's one of lowest iPhone's if you can stretch to an iPhone 4s go for that, if not get the iPod Touch 5 - it's much better spec wise (other than the fact that it doesn't have a phone)
