I bought an iphone 7 but can return it plus spend 100 for a galaxy s9. Which phone is better?

The S9 is a better phone than an iPhone 7 however you would need to like android OS.
Which phone is better? For you correct? Try one phone up until two days before the end of the exchange/return period. Then try the other phone. Then two days before the end of the return period, decide which phone best suited your needs. Then it's keep the one you have or return it for the other phone. Yes you may have to pay a restocking fee, yes it may cost even more money and may void any promotional deal, for that you need to ask questions and get answers in writing if they are deal breakers.
There's no such thing as better phones. The phone either works as the tool it was intended to be, or doesn't, based on the user's ability to work within the limits of the tool. So both options will make calls, send and receive text, and access the internet, based on the plan you can afford. Do NOT get either phone, if you can't replace it without insurance or an extended warranty.
