Should I trade my iPad 2 for an unlocked iPhone 4s 16GB?

I would be very careful. Be sure to inspect everything first before committing to anything. Personally I wouldn't do it as there would be no clue what kind of technical issues the phone is having
Don't do it, wtf. An ipad costs way more, and it's so easy to unlock a phone. Not to mention, once a phone is unlocked, you can't take it to the apple store anymore or get updates.
